Simple Possession Advocacy and Representation (SPAR) Program

The SPAR Program will carry out OPD’s duties under Second Engrossed Second Substitute Senate Bill 5536 Sections 35 and 39. The 2023 state legislature directed WA State OPD to administer funds and services for representation of individuals charged with violating statutes and ordinances involving allegations of possession or public use of a controlled substance, counterfeit substance, or legend in drug in courts of limited jurisdiction in counties with a population of 500,00 or less, and cities with a population of 200,000 or less. Counties and cities will have the option of either entering into contracts with OPD for reimbursement of eligible expenses, or designated OPD to contract directly with providers for consultation and representation in this specific case category.  OPD is currently recruiting for a Social Services Manager position in the SPAR unit. Contract Opportunities

Forensic Civil Commitment Contract Social Workers- Statewide

The Forensic Civil Commitment Team provides state funded attorney representation to indigent clients with the right to counsel at State expense: after being found not guilty by reason of insanity under Chapter 10.77 RCW, or against whom sexually violent predator petitions have been filed under Chapter 71.09 RCW. A contract social works at the direction of attorneys to provide advocacy, mitigation, referral services, limited crisis intervention, and release planning to assigned clients. Blake Defense Attorney Contract Positions

The Washington State Office of Public Defense (OPD) Blake Defense Team has funds available to contract with attorneys to represent indigent persons who may be eligible for relief from unconstitutional convictions per State v. Blake.  OPD is requesting applications for attorney representation in Clark, Cowlitz, Grant, Jefferson, and Kitsap Counties.
