10.101 City Grants

Chapter 10.101.050 RCW: Indigent Defense Services establishes a state-funded grant program to improve public defense services in cities and counties. Each year, OPD distributes more than one million dollars to cities for making and/or sustaining improvements to public defense. Cities may apply for these grant funds under a competitive program described in Chapter 10.101 RCW


One-Time Innovation Grant for Fiscal Year 2027

Is this a different grant program?

In some ways, yes. Due to administrative changes to the Public Defense Improvement Program, city grants are being aligned with the state fiscal year and will transition to a reimbursement model. As part of that realignment, OPD is dedicating a portion of FY2027 funding to one-time improvement projects.

Cities will submit proposals through the application for one-time reimbursements for projects that improve the city’s public defense system.

How much funding is available?

Approximately $800,000 is available to cities.

What projects qualify?

All proposals must comply with the OPD Use Policy, and grant funds may not be used to supplant city funds. Cities should prioritize projects that can be supported by the city’s budget after the grant period ends.

Examples of eligible one-time innovation projects include:

  • Converting, building, or improving meeting space for attorney-client meetings
  • IT upgrades or case management software purchases
  • Public defense training reimbursements
  • Public defense signing bonuses

OPD will consider innovative proposals that meet the Use Policy and other program requirements.
