The 2023-25 Biennium began July 1, 2023 and ended June 30, 2025. The biennial budget was deliberated during the 2023 legislative session. Supplemental budgets were considered in both the 2024 legislative session (2024 Supplemental Budget) and the 2025 legislative session (2025 Supplemental Budget). 

Maintenance level requests reflect the cost of mandatory caseload, enrollment, inflation, and other legally unavoidable costs not contemplated in the current budget. 

Policy level requests represent revised strategies or substantial differences in program direction and can include proposed program reductions. 

Maintenance and Policy requests may be positive or negative adjustments to an agency’s budget.
